DAPORIJO, Jan 20: A group of social activists led by former Managing Director of APCCF Ltd. Pakna Bage visited District Hospital, Daporijo and met the indoor patients and distributed fruits to them.
He also made the patients aware about the importance of maintaining good health to serve the society.
He appealed to the medical staff of the hospital to deliver the best health care to each patient and assured to extend all possible help to the department from their side for improving the health care delivery system.

PPA flays posting, deputation policy of Govt
ITANAGAR, Jan 20: People’s Party of Arunachal (PPA) has criticized the deputation of an IAS officer, who is still in probation, to enquire into the report submitted by Kurung Kumey Deputy Commissioner.
“It is a violation of the laid down protocol norms and an insult to an APCS (AG) officer, who is too senior an officer to be questioned or enquired by a junior officer,” PPA working president Kahfa Beniga said, and condemned the Chief Secretary for the act.
Bengia strongly urged the State Chief Minister to intervene the matter so that the morale of the APCS officers, who are serving in tough and remote places like Kurung Kumey, does not go down.
Drawing the attention of the Govt. towards posting of newly recruit IAS officers to senior level postings like ADC, SDO etc, Bengia stated that if this trend continues then it may cause breakdown of civil administration in the state and a sense of insubordination within civil service. In such a situation, the ultimate losers will be the people of the state, Bengia added.

Infra development in NE: PM directs PC to set up panel
NEW DELHI, Jan 20: Prime Minister Manmohan Singh today directed the Planning Commission to set up a committee with representatives from northeastern states to monitor and improve coordination for infrastructure development in the region as he reviewed its status here.
At the meeting with chief ministers of the northeastern states, Singh said the Centre views infrastructure development in the region as a key element in the strategy for developing the region and increasing connectivity with the rest of the country.
After reviewing the status of the infrastructure in terms of air, rail and road connectivity in the region, he observed that "very considerable progress is being made in each of the sectors".
He directed the Planning Commission to constitute a Monitoring Committee with representatives from the northeast states to improve coordination among central ministries.
The meeting was organised by the Planning Commission which is the nodal agency initiating and monitoring developmental work in northeast region.
Planning Commission Deputy Chairman Montek Singh Ahluwalia made a detailed presentation on infrastructure development in the region and noted that continuous focus on the region has led to satisfactory results during the 11th Plan period.
The State Domestic Product growth in the region has been above the national average for the first time ever in the 11th Plan underscoring success of the initiatives and constant monitoring by the Planning Commission, it was noted. PTI

On the other hand, the People's Forum for Project Affected Families stated that WAPCOS, the EIA consultant agency for project which is under union Ministry of Water Resources, itself functions like a big dam lobby and hence there is conflict of interest in WAPCOS doing any impact assessment work. They added that impact assessment is supposed to be done by an unbiased, independent agency. The Forum also levelled allegation that their members were not allowed to raise concern during the hearing and some of them were manhandled by police personnel’s. They have appealed for cancellation of public hearing and sought an independent enquiry in the way hearing was conducted.

East Siang District Agriculture Officer (DAO) informed that some amounts meant for ‘Farm Implementation’ under NSFM scheme is yet to be withdrawn.
“We have not yet withdrawn the money against farm development, which is another component of the scheme. We are all set to provide the amount to the needy farmers/beneficiaries either in cash or as agricultural tools”, said the DAO.
The district level committee for NFSM implementation comprises Deputy Commissioner of the district as chairman, wherein the district agriculture officer (DAO) is member secretary. It is said that centrally sponsored schemes under Integrated Cereal Development Programme (ICDP) for rice/wheat will be discontinue in the identified districts, if the schemes under NFSM becomes fully operational.
The schematic provisions of NFSM facilitate demonstration of improved packages and practices of rice and wheat, SRI and improved varieties. As such, ‘Cluster demonstration’ has been conducting collaboratively by the state department of agriculture, SAU, ICAR institutions and Krishi Vigyan Kendras (KVK) and reputed NGOs.
The department is putting priority on System of Rice Intensification (SRI) under NFSM scheme. It encourages the progressive farmers to select “improved variety” and “duly treated seed” in rice cultivation to ensure increase of production. The Agriculture Development Officers (ADOs) concerned have urged the farmers to avoid indiscriminate use of chemical fertilizer/pesticide, which adversely affect on the ecosystems.
Officials further informed that another amount of Rs Rs 24 lakh under RKVY scheme has been sanctioned for the current financial year. The District Agriculture Officer is conducting a meeting of the ZPMs soon to discuss implementation of the RKVY schemes in the district. Sources informed that 10 units in ‘Land Development’ 9 units Temporary Vegetable Gardens, 2 units of Permanent Vegetable Gardens were sanctioned under the scheme last year.

High security number plate mandatory in East Siang: DC
PASIGHAT, Jan 20: High Security Number Plate (HSNP) became mandatory for all types of vehicle including two wheelers, three wheelers and four wheelers (private or commercial) in East Siang district. Henceforth, the vehicles in the district will have to fix HSNP with the help of Pasighat DTO (Transport) as directed by the East Siang Deputy Commissioner.
A HSNP service counter was formally inaugurated by the DC Nidhi Srivastava today and the executing company M/s Shimnit Utseh India Ltd (HP) fixed one set HSNP in the DC’s official vehicle.
Speaking on the occasion Srivastava informed that it is also mandatory for all new
vehicles. There are more than 35,000 old registered vehicles in the district but
owners need not hurry in as the process is just beginning and there will be almost
3 months timeframe for old (already registered) vehicles to have HSNPs. Every owner

The training was a good mix of technical sessions on topics such as ‘learning to live and work together’, work ethics, values, dealing with hurt and anger, addictive habits, problems faced by young people and practical sessions on written and spoken English, interview handling, CV preparation, pubic speaking and group activity.
The sessions handled by Athikho Kholi George, Licha Yania, Julita Kamei and Dziesekhonuo Yhome and Fr. Cyriac enabled the trainees to have both practical and theoretical knowledge of skills relating to life and employment.
Attending valedictory function, Arunachal Pradesh State Social Welfare Board chairperson Nido Marina spoke at length about the skill training and job placement programme which is an ambitious programme initiated by the Chief Minsiter.
“I am sure that this is a unique opportunity for you and if you make good use of it, you will never regret. I have met boys and gilrs at Delhi and Kolkata who have already completed similar training and is earning as much as Rs.20,000 to Rs.30,000”.

Stapled visa row, a forgotten issue
The contentious issue of stapled visa row resurfaced yesterday when state unit BJP raised it at party’s national conclave. BJP criticized the lackadaisical attitude of the UPA Govt in solving the visa issue saying that it lacks sensitivity on the disheartened young sports talents, civil servants and other Arunachalees who have been victim of stapled visa. The Chinese which claims Arunachal to be part of them, issues stapled visa to Arunachalee citizen. The Indian govt. does not recognize it and therefore don’t allow them to travel to China.
Last year when two young Arunachalee archers were issued stapled visa by Chinese embassy, the whole nation was outraged. The Chinese government has been humiliating citizen of Arunachal by repeatedly issuing stapled visa knowing very well that Indian govt. will not accept it. It seems govt. of India is also not worried about such instance and is discriminating to the people of Arunachal. Only when stapled visa issue gets media hype, union government promises of taking action in this regard. However ones media frenzy gets over, no one cares about it. In the process many talented sports person and academician from Arunachal becomes the victim of politics between New Delhi and Beijing.
